Ambassador Cherith Norman Chalet
Acting Deputy Permanent Representative
U.S. Mission to the United Nations
New York, New York
December 27, 2019
AS DELIVERED
Thank you Mr. Chairman.
I want to thank you for your leadership in guiding us to a good conclusion this session. It wasn’t easy, but your steady and wise hand kept us on course. When we opened the session, we highlighted that we had opportunities to consider the fruits of our collective reform decisions that sought to enable the UN to operate more effectively, strategically plan and identify efficiencies.
I believe we achieved these goals. While the discussions were not always easy, the United States is pleased we were able to adopt a budget that presses the Organization to achieve greater effectiveness and efficiency and at the same time fund critical mandates related to peace and security, human rights and development. We were also pleased that several important policy decisions were made in reaffirming the role of the International Civil Service Commission (ICSC) and its recommendations as well as the mandate of the Office of Internal Oversight Services and eliminating outdated classes of travel.
We will have to consider moving forward how we deal with the important matters such as Human Resources Management, in the context of the annual budget.
We also look forward to continuing to improve the ability of the UN to produce a program plan that focuses on results and impact.
I also want to thank the Fifth Committee Secretariat, Mr. Berridge and his hard working team along with Under Secretary- General Catherine Pollard and Assistant Secretary-General and Controller Mr. Ramanathan for their engagement and their team’s hard work in supporting the Committee.
I wish all colleagues a very happy New Year and a well-deserved rest.
