Thank you, Chairperson.

It is important that we take a holistic approach to countering disinformation, one based in respect for human rights and that fosters collaboration across governments, independent media, civil society, academia, and the private sector. In their efforts to counter disinformation, States must respect their international human rights obligations and commitments, especially freedom of expression. Approaches to countering disinformation must not inadvertently abuse or violate human rights and fundamental freedoms, which undergird free and open societies – including freedom of expression online and offline. Particular attention should be paid to the impact of disinformation on vulnerable populations and targeting of women, girls, and other marginalized groups.

With respect to PP14 and OP6, we understand references to the right to privacy to refer to protections set forth in Article 17 of the International Covenant on Civil and Political Rights.
