Thank you Chair.
The United States appreciates the engagement with Cameroon on behalf of the Economic Community of Central African States on this resolution. We are pleased to join consensus and support the promotion and protection of human rights and democracy through the Subregional Center in Central Africa.
We reaffirm that all human rights are universal, indivisible, and interdependent and interrelated. The United States is committed to advancing ESC rights. However, we are concerned with the new language in OP6 that seeks to narrow the scope of the Center to economic, social and cultural rights. Singling out a set of rights at the Center, which is dedicated to the promotion and protection of all human rights and democracy, undermines the principle that human rights globally must be treated in a fair and equal manner, on the same footing, and with the same emphasis.
In addition, we must ensure that any budget implications that result from this resolution be kept to a minimum, and that any request for additional resources should be backed by solid analysis and a commitment to show results for the investments made in the Center.
