Explanation of Vote Before a Procedural Vote to hold a UN Security Council Briefing on Ukraine

Thank you, Mr. President.  As we’ve made clear to other members of the Council, we, like France and Germany, do not see a need for this briefing.

In our view, requesting this meeting is a clear attempt by Russia to distract from the peaceful, democratic transfer of power happening today in Ukraine.  The United States congratulates President Volodymyr Zelenskyy on his inauguration today as president of Ukraine.  And we look forward to working with him, and we welcome his expressed commitment to promote national unity.

Accordingly, the United States joins our colleagues in urging Council Members to vote against the adoption of this agenda.
